Omissions, errors and ambiguity in requirements often result in a system that "meets requirements" but is not acceptable. The correction of such a system can have a significant cost both in terms of dollars and calendar time. 

The goal of Requirements Validation and Review is requirements that are consistent, complete, realistic, and unambiguous.

Requirements must be complete enough so that you can answer "Yes" to this question:

If the system satisfies every requirement, will the system be completely acceptable?

If you can't answer "Yes", or if you're not sure the answer is truly accurate, consider a Requirements Validation and Review.
