"The 'press' in 1791 was not The New York Times or the Wall Street Journal. It did not comprise large organizations of private interests, with millions of readers associated with each organization.

Rather, the press then was much like the Internet today. The cost of the printing press was low, the readership was slight, and anyone (within reason) could become a publisher—and in fact an extraordinary number did.

When the Constitution speaks of the rights of the 'press,' the architecture it has in mind is the architecture of the Internet.

Ray Bernard is awarded Physical Security Professional designation

Lake Forest, CA (August 21, 2003) - Ray Bernard, PSP, of Lake Forest, California recently was awarded the designation of Physical Security Professional (CPP) by the Professional Certification Board of ASIS International, based in Alexandria, VA. Bernard is Principal Security Consultant for Ray Bernard Consulting Services in Lake Forest, California.

The PSP credential provides an objective measure of an individual's knowledge and competency in physical security.

In order to earn this credential, Bernard had to comply with stringent eligibility requirements, including demonstrating that he had met certain education and work experience qualifications including a minimum of five years in the physical security field. He then had to pass a comprehensive examination that tested his knowledge and skills in major areas of physical security practice.

The physical security examination is targeted to security professionals whose primary responsibility is to conduct threat surveys; design integrated security systems that include equipment, procedures, and people; or install, operate, and maintain those systems. The test consists of multiple-choice questions covering tasks, knowledge, and skills in:

  • Physical Security Assessment
  • Selection of Integrated Physical Security Measures
  • Implementation of Physical Security Measures

In order to maintain this credential, Bernard must apply for recertification every three years, at which time he must submit evidence of continuing professional development. This requirement has been instituted in order to maintain proficiency and credibility.

Bernard is one of 50 active CPPs who have obtained this coveted designation since this certification program was instituted in 2003.
